Invitation to Tender - Refreshing the Diversity Strategy for Scotland's Public Appointments Process

Date posted:
Closing date:

The first Public Appointments Commissioner (now known as the Ethical Standards Commissioner) in Scotland developed a Diversity Strategy in 2008 entitled “Diversity Delivers”, with the aim of encouraging innovation in appointment practices, and increasing the diversity of the people who serve on the boards of Scotland’s public bodies.

16 years after the launch of Diversity Delivers, there is now a need to understand both the relevance and effectiveness of the existing strategy, and understand how the public perception of and landscape for public appointments has changed since the last strategy was written.

We are therefore tendering for a consultant to:

•    Analyse and assess the how the landscape of public appointments has changed since the initial launch of Diversity Delivers, including a review of the extent to which the previous recommendation have been met

•    Develop a draft revised diversity strategy, drawing on the findings of the initial analysis and assessment

•    Consult with the full range of stakeholders involved in the public appointments process

•    Develop a new set of recommendations to improve the diversity of Scotland's Public Body Boards

Full details for the project and its requirements, including timescales, budget and contact details, are contained within the Invitation to Tender document.  A copy of the draft contract for the successful tenderer is also attached.

For full details on the tendering process, please see our Invitation to Tender Specification
